What is the problem with the police?
During the "1033 program" police (1)has got deadly military technology in their hands, and the purpose of those weapons and tactical vehicles and other systems is to increase the respect of the police. The program is working under the DLA (Defense Logistics Agency) and the link to "Program 1033" (2) homepages of that program is below this text.
The problem with militarized police is seen in the riots of the USA, and that thing is that deadly hardcore weapons and technology require also things like self-controlling and the right attitude. When a person carries a military weapon on the streets, that thing requires that the persons, who have that kind of weapons should be carefully selected, and have the physical and psychological ability to control their behavior in the situation, where somebody starts to boil. And sometimes there are cases, where the suspects are disgusting.
But when we are talking about attitudes and expectations, the tales that some neighborhood" is somehow "tough" is like adjusting a person, who goes to that area as the law enforcer to pull the trigger. And if that person, who goes to force has been stared the wrestling and some police-action movies on the TV, where the idea to get a job in the police have been coming in the head of those people that might cause problems with attitudes on the streets. And that attitude is increasing the pressure or willingness to use deadly violence.
Infrared cameras with face recognition programs that might be used in the riots of the USA. That kind of technology is created for tracking people, who are hiding behind the masks, but if it is used the wrong way, like tracking justified protesters it might have a very bad effect. The problem in the USA is that police do not handle its mission in modern days. The police training in the USA is really short, and it is focusing on the use of force.
Sometimes there is said that the police training in the USA is so short, and there are so many officers, that they can replace the officer, who is kicked off by a new one. I don't know how often police officers lost their work because of the use of too much force. But the thing is that the police have very many military firearms like assault rifles, which are delivered by the Pentagon, and that thing is called militarizing the police. Also, there the SWAT-squads of the police has some drones what are capable to carry deadly weapons, what mission is to locate and take out the snipers, what is hiding behind the windows of the skyscrapers.
The good firearms and technology like image identity systems are a good way to make police work more effective, but the problem with this is that the Pentagon doesn't train the police to use those weapons. So in this kind of case, the weapon delivering goes to the locker "half done". That means that also training to use those weapons should be given along with psychological tests, that the person who carries some kind of assault rifles in the car also can use them "safely" and those people also should have psychological ability to operate with heavy-duty military weapons.
