What is the purpose of the character with "Hitler Mustaches" in propaganda-poster?
The far wing-movements like Nazis have always a similar way to recruit members to their organization. Those methods have not changed from the WWII era and the main thing is to market their ideology as "higher" than regular politics. The far-wing radicals are always saying that regular politics is dirty, and the ideology of far-wing radicals is always something bigger and purely than regular politics, and that ideology always justifies violation and persecution of the people, who have different opinions.
Have you noticed one detail in the WWII allied propaganda posters? That detail is the character of Hitler, which is sometimes drawn as the monkey or machine, and there is one purpose with that thing. To learn how to recognize the Axis spy. One of the reasons, why that character has been written somehow humorous, is that the people, who were sympathized Nazis were fans of Adolph Hitler.
And that means that those people would get angry when their idols were cheapened. But the purpose was also that people would talk about those posters. The idea was that some soldiers might know the person, who had those so-called "Hitler mustaches". The makers of the propaganda knew that people, who wanted to follow Hitler had the same kind of attitudes with Nazis, and they liked laws, what was justified sexual minorities, and other different people to mental institutes and prisons.
So what the spy would do, if that kind of person would want to slip in the command system? The answer is simple, just blame the superiorities as a sexual minority. This would just open the road to the top place of the command system, and there that person can get the newest military machines and other things in hand.
But what was promised to person, who wanted to become the Nazi-agent? Or what kind of person believed those promises? That person might be a non-educated individual, who wants to blame others of own situation. Maybe that kind of person would have had success in the schools because there was something else to do. And then some people from the German embassy came to tell, those ethnic and sexual minorities were taken the job as police chief from that person.
So that was the answer to the own economic and social situation, which was filled with alcohol and gangs. In Nazi-Germany those people would get perfect jobs as the leaders of police or members of the Nazi-party, and what is the reason for that kind of thinking? Why people are believing that kind of thing? The thing is that the people who are representing far-wing movements always have easy and simple explanations for the situation of that kind of person.
The reason for the bad situation is always found from somewhere else. And of course, there should be some kind of high-ranking authority, what those people could get without years of training. The thing that those people can get is the chief of police in some city, and that is the only thing that they could even imagine.
The thing that the far wing movements are using, when they market their politics is almost every time the uniform. Being a member of their organization makes people strong. And of course, leadership means that other people must always follow the orders, what their leaders are saying, and this part of the agenda is targeted to bosses of the companies. The role of the henchman is just following things, what leaders are ordering without excuses.
