There is a possibility that the butterfly effect is possible only in the molecular or atomic scale. So that means that there is no quantum butterfly effect(1). Or it would not work in the quantum world. 

When we are thinking about the interstellar and time travel by using wormholes, the theory has been said that the quantum butterfly effect is making the wormholes so short-living that it is impossible. But if there is no quantum butterfly effect, there is nothing that denies using the wormhole. 

So this is why the thing called the quantum butterfly effect is important. And there is no sign of the quantum scale butterfly effect? If there is no quantum butterfly effect, the time travel would be possible or "easier" than we have even thought.

Theoretically the anticyclone can form the black hole in the planet's atmosphere.

The butterfly-effect means that the whirl, what is getting more energy than it delivers in friction would grow forever. Or the whirl will continue growing until it reaches the condition, what is called energy stability. The energy, what friction takes will be the same with the energy that is pumped outside to the whirl. And why whirls like the Great Red Spot of Jupiter(2), and Great Dark Spot on Neptune(3) would stand forever or an extremely long time? 

The thing is that the friction of those gas planets is extremely low, and those whirls are so-called anticyclonic storms or simply anticyclones(4). That means whirls are rotating opposite directions to the wind. So the energy-level what is forming the whirl, what hovers in the atmosphere of those planets is higher than friction takes out from those extreme weather phenomenons. 

Anticyclone is forming around the whirl, which is starting to rotate the opposite direction to the wind. If the temperature of the whirl is rising higher than the other gas, the whirl is starting to rise, and the temperature of it would be the rise, which pumps more energy to that phenomenon. And because the temperature at the atmosphere of Jupiter and Neptune is so low, the gas is starting to rise very easily. 

There is one interesting theory about the anticyclones, and it is that if in the atmosphere of the gas planet is forming the anticyclone. If the planet would travel near the star there is a possibility that the energy level of that whirl is rising so high that it can form the black hole in the atmosphere of that planet. 

This kind of phenomenon could be possible on the gas planets, which are orbiting their center stars y using a very elliptic trajectory. If the planet would be at the same distance from its star with Neptune when the anticyclone is forming, and then it starts to come closer to the star, the energy could cause that the power of the whirl is forming the black hole.
