Why telling uncomfortable truth, when you can tell comfortable lies?
Another word for "making propaganda" is simply "lying". And the idea of propaganda is telling believable lies.
When somebody says, that they don't have the training to make propaganda, I would say that also Goebbels would say that. When we are thinking the answer to the question, "can you make propaganda", the simple version of that question is simply "can you tell lies"?
In the normal military language, the "propaganda" is replaced by the words "psychological operation" but telling lies is the synonym for that thing. The force of propaganda is that it shows people, what they want to believe, and the thing in war propaganda is that people who are in the combat zone want to believe that they are making good things when they are shooting the enemy.
An experienced liar remains in the truth about the things, that can be checked. But the things, that cannot be ensured are many times faked. One of the best examples is that the person tells in CV, that being in some workplace. That thing is easy to check. But the work duties are easier to lie, and the person can tell almost everything about them.
The same idea is in the propaganda. Things that are easy to check, and prove can tell as they were. But things like why some aircraft attacked the village can be told that way that it seems good in media. One of the most important things is to tell the story, about that the bandits, who are attacked against their troops. When somebody attacks against own nation, the thing that has sometimes forgotten to tell in those situations, is who is the first attacker.

The propaganda is timeless, and there are always the same themes. Ancient Greeks and Romans told that their enemies were Barbarians, who killed everybody if they conquerer town. Also, the usual theme is always that enemies are acting like animals, and eating people. That thing is always caused by hate and willing to fight to the last man. Those themes have been repeating again and again during history.
In modern propaganda, things are told always the way, what seems authentic truth, but the vital things are left outside the story. The thing is that the story itself bases truth, but everything is told that the vital parts of the thing are left outside the published stories.
Let's take one fictional example of this version of propaganda. The 15 years old person would come home with the bleeding nose, and that person tells that the "bad boys have attacked against our main character". So the person claimes that attackers came surprisingly, but the thing that is forgotten to tell is that our fictional main character has been bought drugs from those "bad boys", and the payment has been forgotten to give to those persons.
Or the victim of the violence would claim to buy the cigarettes, and those merchandises are also illegal to sell underage people. But the word "cigarettes" seems better in the eyes of the people than drugs. And the thing is that the story is told in the model, what supports the way to see things, what is best for the storyteller. Those people ever tell lies, they are just removing some parts of the case.
The thing is that the story that the person has been under attack, but the reason for that is forgotten to tell. And what would you think about that this kind thing comes to daylight in the courtroom, would you believe that this kind of crime id so bad, as it first seems?
The propaganda was the reason for nuclear strikes
When we are thinking about nuclear attacks on Hiroshima and Nagasaki, we must remember that the U.S military was also a victim of its propaganda as well as it was the victim of the Japanese propaganda. When the people saw the Japanese Kamikaze-attacks, Banzai-attacks and the films, where people trained with bamboo-tubes, those people, who made decisions ordered the use of nuclear weapons.
But another thing caused also the will to end the war very soon. That thing was that members of marine corpses have been shown to use flamethrowers against Japanese. So the leaders of the military forces thought that every single Japanese was samurai, who was able to give the life for emperor.
That was the reason for the psychological stress for those people, who were involved in the campaign, and the purpose of those films just made those soldiers keep their mouth shut about things, which was not meant to tell other people. So the mission of the propaganda or psychological operations has also shut the mouths of the soldiers, that they would not deliver dangerous information, what can risk the safety of weapons or next operations.
Many times when we are looking at things like propaganda, there is forgotten that there are two ways, how the propaganda effects and one thing is that its mission is to make the enemy look like a monster. In that time we must realize, that the mission of propaganda is also isolating enemies from the own forces. The purpose of that is to deny its troops to surrender or change the side, and also its mission is to make own troops fight harder.
Many times propaganda or telling lies is that something very important is that person, who is telling lies just removes things, what are against that individual away from the story.
Always propaganda affects both sides, and that is the thing, that the makers of that kind of material should understand. The normal, most common and cheapest way to make propaganda is just delivered false information like faked or acted scenes, which are introduced as the documents. The idea is very simple, and the principle is that the movie like "Cobra", which would be purely fictional as the authentic document, and that kind of thing is dangerous. This kind of film, what is introduced as a document would make an impression on people, who would speak about the violent actions of the police.
Another way to make propaganda is just to leave things, which are very important away from the tale. One most common version of that kind of thing is the version, where somebody claims to get in the fight with another person. But the thing, what is often forgotten is that the person has been stood with 20 henchmen or gang-mates against the individual, who is alone, but those things are always forgotten. That thing is seen every day in courtrooms around the world.
