1) The most important thing is to know the real purpose of the test

When we are researching some projects, we must realize that we should know the purpose of the tests. This is the thing in every single program in the world, and this is the thing, that is concerning also "Project Rainbow"(1), which is also called "The Philadelphia Experiment". 

There have been introduced wild theories about teleportation that ship, but before we are starting to teleportation to anywhere, we must realize that there might be many purposes, what happened during that test. So let's start to think the possibility, that the "Philadelphia Experiment" was the attempt to create artificial memories to the crew. But were those things made in purpose?

1.2) The high-power radio transmit can paralyze the entire army

When we are thinking the electromagnetic radiation what is targeted to the people, that kind of system can lock the neural transmitting in the human body. If the radio frequency is right, the system can induct the electricity to the nervous system of the people. 

And in theory, this kind of radiation can be used to make remote-controlled people. And if the nervous system of the person would be locked by targeting electromagnetic radiation to the person, that system makes possible to create the system, which would paralyze even the entire army. 

2) The "Philadelphia Experiment" and its connection to "Project Garnet"

"Project Garnet" was the project, where was created so-called pseudo-UFOs. The thing is that during this project the U.S military forces created methods to make the fake targets. When the people claimed that they were seen, USS Eldridge in the place, where she ever been, the reason could be the projectors, what purpose was to make the fake-targets. 

If that system would work, it would make the enemy drop their bombs to the wrong place. The system needs fog to operate and it has been the pathfinder to FHS (Field Hologram System), what mission is to create the "ghost targets" for enemies. 

3) The ion cloud, what turns radiation away from the target. 

So there is the possibility that the attempt in that test was to create the electric arc or the ion could, what mission is to pull the radar radiation away from the ship. In this scenario, the system would simply use the ionizer, which would create an ion field or some kind of ionized cloud on the near the ship. 

And the mission of that ion cloud could pull the radar rays away from the ship, and then the system would make the ship unable to detect by using radar. This might be the reason, why this test has been so classified. 

4) The electric dreams 

There are many other things that electromagnetic radiation can make, and one of them is that system can create faked memories. There is a possibility that the electromagnetic field can also make people remember things, that are otherwise forgotten. 

So maybe the purpose of that mysterious project was another thing than teleportation the ships. But as you see many things are fascinating, because they are classified. We must remember that "Project Rainbow" was a series of electromagnetic tests. Some of those tests were weapon tests like electric arcs, what mission was to replace cannons, some of them were something else like to create the electromagnetic dreams.
