Accuracy in terms is important
The role of the observer is passive. That creature doesn't affect things that happen in front of the observer. So could stone be the observer?
Observation means that we are looking at something but we don't affect that thing. We can look at things like black holes and supergiants like Aldebaran. But we cannot affect their actions. We can take a telescope and look at every target, which is marked in the star maps and catalogs.
We cannot affect their actions. So the observer is passive and does nothing that will affect to affect the thing, what happens in the front of that person or some other creature. But there is one question, and that is could a thing like a stone be an observer? Stone is a non-living creature, which would have no thoughts, and it can stay passively in the place. But can we call that thing as an observer, or should an observer understand what it sees? That is a good question.

3) Reaction is how the action affects the object of the action

The actor has an active role in the action.
The actor will change things, what is happening in front of that creature. The observer is not the same thing, as an actor. The observer can transform to the actor by taking the active role in some cases, but the observer and actor are not synonyms.
The reason why I wrote the word "creature" here is that the actor could be a thing like stone, what rolls down from the hill, and hit to other stones. That means the actor is not mean living creature, and things like stones can be actors. The actor doesn't necessarily understand things, what it makes. And that means the actor can be the thing like the bite of stone. The actor is the opposite version of the observer, and in this case, the stone does something.
Acting means things like we are kicking a football. That means that the actor is the person who affects something. So the kicker of the football is the actor. The reaction is re-action. The result of a successful kick to the ball is starting to move.
And the reaction is the thing that happens after the action. So reaction, in this case, is that the kick transfers the action to the football. And that moves on the ground or through the air.
