1) The key element of the control of citizens in China is the Communist party itself.

China and its controlling system are the new things in the field of international politics, and one thing that we must realize is that people who have citizenship of China might be forced to send data and take part in the political activities that are supporting by the Chinese government. The thing is that the family members of the Chinese people might get in trouble if they are not wanted to make what the government wants, their family members might face very big trouble, if the people are not following the instructions, what the members of the communist party want.

And the main weapon in the information operation in the western nations is that China is a huge marketing area. The idea is that if the business-life would start to make their products in China, things like non-democratic or one party policy in China are forgotten. So the thing that is causing problems for people if they deny the offer to act as a supporter of the Chinese government is that they are causing disappointment for the communist party.

In that case, the studies would get wasted, and the person would get a new career as a cleaner or miner. That means that all work, what is done with that person by their families would be wasted, and they are studied for nothing.

Unless in the Soviet Union, where the control tool KGB was the separated organization from the party. In China, the communist party itself is the tool of control and the principle in that action is that if the person is "motivated" that thing grows the possibility to get extra privileges. The system would give people "points" what they can use for getting things like new computers.

There are rumors that the people, who are coming to outlands as students are ordered to keep the mobile telephones and the location application with them all the time, and the system is created to locate every people, who are involving in the ring of the certain users. When we are thinking about the new outbreak of China, we must remember, that in that nation is large-scale programs, where the officials are selecting the most valuable and promising students for foreign studies.

2) The army is a good motivator for the studies. 

And the thing is that those "chosen ones" have got the benefits in the People's liberation army, and that means lighter training and better treatment than the regular people would get. I don't know, how much hazing is in the People's liberation army (PLA), but there is a possibility, that the training in that place could be quite tough.

Also, I don't know how strongly people in China are waiting for or afraid of military service. But the role of PLA in the Chinese community is far bigger than in many European nations. And in those kinds of societies is always hazing, and there is a possibility that sometimes the military service has been a very effective motivation for studies in many nations, also in the Soviet Union the KGB recruited promising people for agent operations scaring them, that something bad could happen if they deny.

For the people in China, the studies in a foreign land are the only change to visit outlands in their life. That means those people would not want to risk that thing. And if the officials would ask them to report things like Nepalese independence and supporters of Taiwan, that would give those people change to get extra money. In that quite closed land the people, who are allowed to study at foreign land are the most privileged in that country.
