Hoop worlds one of the most exciting of hypothetical megastructures

1) Hoop- or donuts worlds would allow transiting entire civilization to another star. 

Hoopworlds are one of the most fascinating things, what we can think, that system is the donut-looking artificial world, which can be made by orbiting some star. This kind of project would be extremely massive, but there is one thing, what hoop world can make is that the ring would equip the ion motors, what is accelerating the latitudinal rotation of the hoop world to the near the speed of light, and then the longitudinal rotating speed would be slower, and that latitudinal acceleration would slow time in the hoop world, and this would give the hypothetical civilization more time for preparation to the explosion of star. 

The thing is that things like hoop worlds are so giant building projects, that this kind of thing can be possible for only the most mature civilizations, what we can imagine. And maybe that kind of civilization would use artificial megastructures like hoop worlds for traveling to other stars. Those artificial worlds would allow that the entire civilization can move, and in the middle of the donut-shaped structure could be made the artificial star, which will give energy to the life-support systems of this hypothetical megastructure. 

2) Why civilization would make that thing? Would it want to stop the time by using the particle accelerator?

But this kind of megastructures might be used also as time machines in other ways. This thing can be created by using the particle accelerator, which is installed in the hoop world, and that thing means that there would be two internal structures. The internal ring would start to rotate by the speed of light, and then the system could stop the time in it, or that effect can be made by using the plasma, which rotates in the tube. So what is the benefit of this kind of thing? 

That thing would make civilization more time to make things. Sometimes I have wondered, what if the hypothetical civilization would have the ability to stop the time? Here we can think that this effect can be made by using the particle accelerators. So the thing is that when we are impacting particles together by using the extremely high levels of energy, that would cause slowing the time, which makes it easier to detect the super heavy, but at the same time very short-living particles, because they exist only less than a nanosecond.

So if some civilization would create the hoop world, that would make them possible to become timeless, but nothing can remain forever. That kind of things are interesting to think, but the hoop worlds, as well as many other megastructures, are only theoretical level. But if some civilization would want to make this kind of thing, there must be some reasons for that. Those structures are so huge, that even the entire planet would not be enough for giving materials for that kind of thing.
